[Rpm-maint] [rpm-software-management/rpm] Add ARCHSUFFIX tag and use in in NVRA and NEVRA (PR #1923)

The new tag returns src/nosrc instead of the build architecture of
(no)source packages.
This changes behaviour for the NEVRA and NVRA extension tags and with
that the default behaviour of rpm -q and error message of missing build
requirements.
This is an alternative to #1907
