[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

Ok, looks way more obvious now. What remains is the %setup behavior wrt pre-defined buildsubdir, whether from a prior %setup call or otherwise and documenting this stuff, this is a behavior change that packages may well actually depend on.

See eg #551, if people are calling %setup multiple times then this will now silently change behavior depending on if -n was used or not etc, as now -n will always override %buildsubdir but otherwise the value from first %setup will be used.
