[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

Alternative is to go back to the original behaviour an overwrite the macro every time. While this is a smaller step forward it will still allow people to adjust %buildsubdir after the %setup calls.
