[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

So... what to me seems a saner and more straightforward behavior is to have %setup only ever define buildsubdir if it wasn't before. That gives you the ability to set it beforehand and without calling %setup at all, and if %setup is used then the first call will be the one to set it, latter ones will just silently ignore, ie exactly what #551 asks for.
