[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

OK, so %setup -n just uses the passed in dir internally and doesn't touch %buildsubdir (unless not set yet)?

I wonder if we should just define %buildsubdir at the beginning of %prep and assume it is defined in %setup. That way %setup wouldn't even touch it.
