[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

This would still break every package that uses %setup -n and relying on %buildsubdir being changed by that. But any change to no longer use the latest value will do that.
