[Rpm-maint] [rpm-software-management/rpm] Make %{buildsubdir} usable without being a side effect of %setup (PR #1925)

Actually I totally agree, this not entirely unlike the venerable buildroot: rpm should just set it all up.
I've said this before someplace else but ultimately I think the builddir should be an automatically set up randomized thing *inside which* %setup and friends then operate.
