[Rpm-maint] [rpm-software-management/rpm] rpmtests: The testsuites are getting failed on 4.17.0 (Issue #1927)

Hi Team,

    While running the ./rpmtests getting so many test cases are failed and skipped. So further run with verbose mode on a particular test, getting below details.

Is there any dependency issue with rpmtests. I could see more 'failed: No such file or directory' issues.
