[Rpm-maint] [rpm-software-management/rpm] rpmtests: The testsuites are getting failed on 4.17.0 (Issue #1927)

Can't possibly tell you how to fix unknown failures in an unknown environment. The clues are in the output, eg different paths from what is expected (/bin vs /usr/bin), utilities not being found etc. Segfaults will need to be investigated through tracebacks. Python bindings are skipped if the bindings can't be built.
