[Rpm-maint] [rpm-software-management/rpm] Allow file namesakes on symlink->dir replacement (#1684)

This hasn't seen much progress for a while so I'll close it now. Now that the fsm rework from @pmatilai has landed in master, we should be able to fix this properly, too.
