[Rpm-maint] [rpm-software-management/rpm] Add separate build configuration (%conf) section to spec (PR #1932)

I somehow struggle to see what would be the benefit. It will add just confusion what should be put in `%conf` and what into `%build`. But maybe if you provided some real world example(s), that could help to understand.
