[Rpm-maint] [rpm-software-management/rpm] Document the rpmio mode string (Issue #1895)

For now the only doc we have is in macros.in for the payload formats: https://github.com/rpm-software-management/rpm/blob/master/macros.in#L360

But there are more options available that need to be dug up from https://github.com/rpm-software-management/rpm/blob/master/rpmio/rpmio.c and put in a page in the reference manual.
