[Rpm-maint] [rpm-software-management/rpm] Reimplement --restore as a transaction element, obsolete --setperms & co (PR #1894)

This looks pretty good already. We need to mark `--setperms`, `--setugids` and `--setcaps` as obsolete and update the man page entry that they are now just aliases to `--restore`. May be even move them to the `rpm-misc` man page.
