[Rpm-maint] [rpm-software-management/rpm] Support relocatable packages in Lua scriptlets too (#1531) (PR #1892)

Version added to docs. The table only existing in relocatable packages mirrors the normal scriptlet behavior, the special environment variables only exist when inside a relocatable package, I don't see any point in having it available otherwise.
