[Rpm-maint] [rpm-software-management/rpm] Cleanups for running external programs (#1047)

The rpmlog() thing is a just a tip of the iceberg, that's filed for separate investigation now as #1896. Pushed the MALLOC_CHECK separately - while rpm developers will generally only care about mallocs in rpm, we don't know about other users and it's not really rpm's business to fiddle with environment set by users.
