[Rpm-maint] [rpm-software-management/rpm] Export CC and CXX in __build_pre (#1154)

I mean that people will have build scripts and environments set up to pass CC and whatnot from the *outside* of rpm, which this would silently override for couple of values and potentially create hard to diagnose issues. 

I can see where this is coming from and maybe in an optimal world all this would indeed be controlled by rpm macro environment rather than the outside environment, but we're not willing to risk this change at this point. Thanks for the patch though.
