Okay, as said in comment https://github.com/rpm-software-management/rpm/pull/1470#issuecomment-772410935, I don't see us merging this functionality to rpm proper so there's not much point having this PR hang around.

My other comments on the subject still hold: lets approach this from the point of making this possible from the public API. I had a plan to make the plugin API public last year but last year went down the drain and so no progress on that front, other than it still being planned.
