[Rpm-maint] [rpm-software-management/rpm] Add a rpm_macro() provides generator (#1758)

Yes, adding the internal macros should not be that hard. But it requires some special hack for the rpm package itself. For now we will try to get away without that. But if need arises we can easily add that later on.
