[Rpm-maint] [rpm-software-management/rpm] Decouple rpm's hash algorithm values from OpenPGP standard (Issue #1899)

Standards move slowly, and some otherwise relevant algorithms may not end up in the OpenPGP standard at all for whatever reasons. Rpm's hash algorithms should not be limited by what some other, unrelated standard decides to enumerate.

The original case being #1082 , supporting Streebog-256 and Streebog-512 hashes in rpm which is not currently feasible for the silly reason of OpenPGP not knowing about them.
