[Rpm-maint] [rpm-software-management/rpm] Reimplement --restore as a transaction element, obsolete --setperms & co (PR #1894)

Python bindings added + restore split into a separate major mode in the cli, which ends up being much nicer as we can now use all query/verify selectors for --restore arguments, including 'rpm --restore -a' and friends.
