He can't and won't - at least not in July.
As you already figured out there are no %pretransun scriptlets and there won't be any in the near future.
There are two other options - that I also don't generally recommend - [triggers](https://rpm-software-management.github.io/rpm/manual/triggers.html) and [filetriggers](https://rpm-software-management.github.io/rpm/manual/file_triggers.html)
For most cases the best solution is to not use scriptlets at all. But it is hard to give advice on that without knowing what you are actually talking about. May be declaring the files as `config(noreplace)` or `ghost` does the trick. May be the software itself should just do the right thing on start up.
