Well, the filetrigger can just match /lib/modules/*/*. So it will work on all files/packages that put files there. So you only need one on the whole system. So it needs to go in a non-kernel package that is installed only once.
On the bright side all this scriptlet clutter can stay out of your different kernel versions and variants.
