[Rpm-maint] [rpm-software-management/rpm] Add pretransun and posttransun scriptlets (Issue #2119)

It is still missing some pieces. `posttransun` is not working as the header is gone by that time and we don't have code to deal with that yet. The dependency handling with the new flags needs some love.

Main issue it that this uses up two bits in the dependency flags with are nearly used up. So the question is whether this is really worth it. Nay be we nee to think about converting them to 64 bit in the next major version of RPM...
