Thanks for the clarification @mlschroe. 

Yes, if the packages are built on systems with rpm > 4.14.x.  by default sha256 header digest is added to the packages.
my current build systems are rhel6 & rhel7 which have rpm < 4.14 by default. 
And upgrading rpm is not recommended as per [this discussion ](https://github.com/rpm-software-management/rpm/discussions/2037#discussioncomment-2646281) 

Basically, my requirement is to make my packages compatible with fips crypto policy restrictions.
it doesn't allow packages to be installed if only the sha1 header digest is present.
I think if both sha1 and sha256 are present, it will allow packages to be installed.

let me know if you are aware of something which adds sha256  digest on top of existing digests.
