[Rpm-maint] [rpm-software-management/rpm] fd closing for scriptlet execution seems to be done inefficiently (Issue #2081)

I think that commit is just kicking the can down the road. People do `dnf install --installroot=/var/tmp/foo` onto an empty directory, and saying that this is "not recommended" will not matter. One has to set up the directory tree somehow, and using such a command is a great way to do this. Also, the note that was added is worded rather vaguely. If I saw the note without reading the discussion here beforehand, I'd never guess that it applies to `/var/tmp/foo/proc`. In particular, the code that causes the slowdown is part of rpm.
