[Rpm-maint] [rpm-software-management/rpm] fd closing for scriptlet execution seems to be done inefficiently (Issue #2081)

It may be kicking the can down the road, but that kick is all I can do about it right now. Adding support for somehow magically populating a proper usable environment inside an empty chroot and all the configurables it takes is a big undertaking that is not on our radar at all.
