[Rpm-maint] [rpm-software-management/rpm] API improvement to accommodate for RPM CoW (PR#1470) (Discussion #2057)

The reason this feels like trying to put a square peg through a round hole is that it's exactly what it is. The current plugin API was never intended to handle such a use-case, and so eg that RPMRC_PLUGIN_CONTENT is just trying to file off the corners a bit to make it somehow squeeze through :sweat_smile: 

This probably calls for a new plugin type to be introduced, one that specifically handles content only.
