[Rpm-maint] [rpm-software-management/rpm] Reject OpenPGP data over 1MiB (PR #1942)

I've mixed feelings over this. On one hand I dislike arbitrary limits over a standard which does not impose such, and on the other one, 1MB is *way* more data than rpm is ever expected to encounter in the course of normal operation. For rpm the limit of being reasonable would be somewhere closer to 64K, if even that.
