It very much does make sense to me. For one, it handles files containing multiple public keys correctly, which just putting the file on disk does not. For another, one could imagine a system in SELinux or AppArmor mean that RPM is the only process with write access to the keyring directory. Finally, it means that the syntax is consistent between the filesystem-based keyring and the rpmdb-based keyring.
