Panu raised the question why I didn't just implement the import when I filed the pr to block import for the fs based keyring. Above is the context I had in mind (aka dreams of the future).
openSUSE moved the rpmdb as is to /usr too to fix snapshot and rollback. That's ok but not the last word on the subject as other use cases come in IMO :-)
