[Rpm-maint] [rpm-software-management/rpm] Deprecate numberless %patch and %patchN (PR #1981)

Prior to the first commit of this PR `%patch N` doesn't really work anywhere, in any reasonable manner. We'll want to backport that widely but right now, `-P N` is the backwards compatible way.
