[Rpm-maint] [rpm-software-management/rpm] Set up automated string extraction for translations (Issue #2257)

This maybe belongs more to rpm-l10n but we don't (want to) have issues on that separately, so filing here.

We need to setup translatable string extraction someplace to feed into rpm-l10n feeding into Weblate, perhaps GitHub action as anaconda uses which would make the whole thing very hands-off:
