[Rpm-maint] [rpm-software-management/rpm] Missing test cases for v3 openpg signatures (Issue #2276)

The rpm test suite (apparently) doesn't have any test vectors that include v3 OpenPGP signatures.  This is unfortunate as they are apparently widely used in the rpm ecosystem.  Let's add a test that verifies a v3 signature made by a v4 key, and another test that verifies the digest of a v3 signature (i.e., the key is not present).
