[Rpm-maint] [rpm-software-management/rpm] Fix missing headers/footers in generated man pages (PR #2284)

Right, but then we seem to have also lost `-t man` from there. I guess without it, pandoc makes an educated guess but being explicit never hurts. I wonder what happened to these options :laughing:
