[Rpm-maint] [rpm-software-management/rpm] Add support for %preuntrans and %postuntrans scriptlets (PR #2177)

--nopreuntrans and --nopostuntrans added as another fixup so it's easy to review (and also to discard, if we decide against it). The new flags seem silly, but then it seems inconsistent without them.
