[Rpm-maint] [rpm-software-management/rpm] macros.in: ___build_pre_env default to LANG=C.utf8 (PR #2607)

We can't just assume such a locale is supported, even in glibc it's *very* new (added just in 2021), nevermind other supported platforms. 

In principle, I do support the change, but to be acceptable, we need to
- somehow determine the availability of the locale in cmake and fall back to plain C
- change all of rpm's C locale uses to the detected locale, otherwise there will be weird artifacts
