[Rpm-maint] [rpm-software-management/rpm] %_build_cpu is untranslated in macros file (#791)

Ran into a related issue in https://bugzilla.redhat.com/show_bug.cgi?id=2231727 / #2622. 

Chased %_build_arch to its origin: https://bugzilla.redhat.com/show_bug.cgi?id=36663. For the click-allergic, the point is to detect cross-building for which %_target_cpu and %_build_cpu doesn't work because these can be sub-architectures. 

%_build_arch seems so very wrong, it should be %_target_arch in the rpm terminology.
