[Rpm-maint] [rpm-software-management/rpm] Export our libraries as a cmake find_package() config (PR #2638)

I would have added a test-case, but the Fedora cmake package indirectly requires rpm which is excluded from the test-root installation for obvious reasons, so while cmake is available for building rpm itself, cmake is not available under the rpm we just built with it. Argh.
