[Rpm-maint] [rpm-software-management/rpm] RFE: librpm should automatically order packages unless explicitly disabled (Issue #2366)

Transaction ordering is an absolutely mandatory part of the transaction processing, it makes no sense whatsoever to require API users to explicitly call rpmtsOrder() for that. 

(ditto for rpmtsCheck() really, but that's slightly more complicated as it can involve a callback and stuff)
