[Rpm-maint] [rpm-software-management/rpm] Replace fakechroot with proper container technology (PR #2559)

`make env` can also be useful as it gives you a shell on your host, with the same container mounted at `$RPMTEST` so you can inspect or modify stuff in it with your host tooling. Including DNF of course.
