[Rpm-maint] [rpm-software-management/rpm] Migrate away from SemaphoreCI Classic (Issue #2569)

For `rpm-sequoia`, I'm [running the `rpm` test suite from GitHub's Actions](https://github.com/rpm-software-management/rpm-sequoia/blob/main/.github/workflows/ci.yml#L128).  The only issue is that it runs on Ubuntu and not Fedora or some other rpm-base distribution.  As I understand it, [GitHub has no plans to add such an image](https://github.com/actions/runner-images/issues/2307).  Perhaps GitHub actions have a way to bring your own image; I didn't investigate.
