[Rpm-maint] [rpm-software-management/rpm] rpm --import does not replace old keys with new keys (Issue #2577)

@nwalfield, merging certificates sounds like a relatively hard problem to solve in general.  In this situation, if the user types

```
sudo rpm --import linux_signing_key.pub
```

then they probably just wants to replace the pre-existing key/certificate with the supplied one.

Can you think of any use cases where this would cause a problem?
