[Rpm-maint] [rpm-software-management/rpm] Replace rpmTagType_e with a list of defines and an rpmTagType typedef (PR #2417)

Where are we getting RPMTAG_NOT_FOUND as the tag type? That seems like bug to me, an unknown tag type should be 0, aka NULL type.
