[Rpm-maint] [rpm-software-management/rpm] Fix compiler error on clang (PR #2436)

I didn't understand this commit message at all. I too far prefer this patch, but the original message from #2434 explains it better: "In C, a label should be followed by a statement, not a declaration."

That said, I find this a bit surprising. C99 is quite liberal in where you can declare variables.
