[Rpm-maint] [rpm-software-management/rpm] Resolve --what<depends> arguments to package provides (PR #2451)

The history here seems to be yum's repoquery tool. It had a `--alldeps` option from the start, which made it extend the query with the provides of the specified package.
Commit https://github.com/rpm-software-management/yum-utils/commit/bc3d026acd1c8f332d024bf9a9918da6451c8c07 made `--alldeps` the default and added an `--exactdeps` option to get back simple capability matching.
