[Rpm-maint] [rpm-software-management/rpm] Resolve --what<depends> arguments to package provides (PR #2451)

Having said that, I want to point you to https://bugzilla.redhat.com/show_bug.cgi?id=1534123 that is about simply adding the provides no longer being correct with rich dependencies. I had to add a new function to libsolv (`pool_whatmatchessolvable`) so that dnf could do the query.
