[Rpm-maint] [rpm-software-management/rpm] Resolve --what<depends> arguments to package provides (PR #2451)

Indeed, I realized some time after posting this that things have gotten somewhat more complicated since this stuff was originally added...

And yeah I know the repoquery background, just disagree with the --exactdeps switch name. Names are hard.
