[Rpm-maint] [rpm-software-management/rpm] Nix packaging (PR #2499)

For TMPDIR, I followed convention recommended by shellcheck and this project. I could add more TMP variants for differents env. I see other hardcoded path (not used by rpmbuild) I can clear in follow-up PR.
