[Rpm-maint] [rpm-software-management/rpm] RPM v6 package format, first public draft for commenting (Discussion #2374)

An rpm cannot obviously carry a checksum on itself (for matching what's in the repodata). I think it's long overdue the repo metadata is overhauled to address the various defiencies in it, but that's another topic.
