[Rpm-maint] [rpm-software-management/rpm] Eliminate off_t from rpm public API (Issue #2518)

Most of rpm APIs already use rpm_loff_t which is always a 64bit entity, but for a handful of IO-related apis we still have off_t APIs which is this terrifying silent agreement easily forgotten in this day and age and also easily broken as witnessed by 2df8008d22b58f87fe665de0fa8c5bbeb4b4a3d8
